It is a rule applied to your data, not a judgement call. Ask twice, get the same zones — and if a level is on your chart it is because price actually turned there a countable number of times, not because something decided it looked important.

A swing high or low that gave way on a close, not on a wick through it. That distinction is the whole point of the layer.
Closes clearing a pivot
The close that cleared a pivot, marked at the bar that did it rather than the bar you noticed it on.
Taken, then price snapped back
A level taken and then rejected — the stop run, identified after the fact by price snapping back through.
Still resting — the draw on price
Equal highs and lows nothing has poked through yet. These are the pools still resting, which is what makes them a draw on price.
